If I were to have sex with a women that did not have herpes, how can I completely protect her? I know the standard answer is "she can never be completely protected".

But if I were to were some fancy latex underwear, would that not stop the virus from leaving me? Does a GHSV-2 person shed the virus above the waste line at all? How about on the thighs? I have no sores or leasions.

Sure its not romantic, but there has to be a way to get transmission down to like .1%.

sure its possible. it has to be. if HSV2 is in the genitals, and something completely isoltes the genitals via latex then it must be as safe as it can get.
