I've been reading up on both HSV1 and 2, and to my understanding, type 1 is the kind that can pretty much spread everywhere (eyes, finger, genitals, etc), but type 2 is just genital.

So, if you have HSV2 (like me), can you receive oral sex without worry of transmission?

Or would they still get the virus, but it would just likely become latent in the trigeminal ganglion instead of in the base of the spine?

The HSV 1 or 2 is just the type of strand. You can get either in either place. Just depends on where it is. 1 is mostly oral and 2 is mostly genital but unfortunately that isn't 100% anymore. Someone can have 2 orally from going down on someone

This may be controversial but it's my opinion, there are people on this site who are in committed relationships with people who know their status and choose to have sex without condoms. This is a choice the non herpes partner makes. What I've been doing is not having sex during outbreaks (including prodromal and a week after) but other than that when I'm not having a outbreak I have regular sex that includes oral. If the virus is not active on your skin then you're not going to pass it. However, we all know about shedding (approx 10% for hsv2 without meds) but my bf has weighed the risks and we've decided to not let it alter our sex lives (except when I'm having an ob). I don't know if it's wrong, but it's what we're doing. I don't think having hsv2 should mean that he can't go down there. I also have hsv1 and he no problem with me doing it. I think as long as the relationship is committed and the non infected person makes an educated decision, why not.
