I first developed small brown bumps around the base of my penis going on 6 weeks now. There has never been any pain or itching and the bumps never broke open. I went to my doctor who said she could not test me because all the bumps were dry, althogh she did think it was still probably herpes. Does anyone have any idea of another STD this could be?

yeah - sounds moore like hpv - strain that causes genital warts - ask for a referral to a dermatologist. If she said it looked lik eHSV - have a blood test done - I encourage you to have a complete std screening if you do - HIV included - everyone should.
