I get tested at the clinic this week but I am 99% sure I have herpes.

To entertain that 1%...

I have a sore on my penis, and a few times I had light stabbing pains in my inner feet. Does this sound like the "neuralgia" that herpes can cause?

herpes, you might get a tingle, or a stab before /during outbreak but not cronic

Is a light stabing or tingling in the legs or feet a symptom of a herpes outbreak on the genitals?

It could be anything. You'll be surprised how some of the most innocent twitches become SOMETHING once you start monitoring how your body feels. I know it's hard not to obsess, but just wait for your test results to get back... Keep it up.
