Is it herpes, cause I dont know how it is

Question:
Ok, to make a long story short, about 3-4 months ago I noticed I strange little bumps on the bottom area on the shaft of my penis and it seemed to itch a lot. So I went and got tested for that and other stuff but everything came back saying I had nothing. Is it possible that its just a rash or mabye something wrong with my skin? It went away and now its come back. Some people suggest that it could just be from not washing good down there and that my skins irritated. Is this possible? I just dont get how a doctor can say its nothing after being tested but Im confused why Im seeing it again and its the same thing all over again. If you know anyhting please help try to explain

I also forgot to mention that I shave everything down there, which includes penis, sack, around it, etc. Is it possible its just razor burn as well?

Did your doc pierce one or more of those bumps and took the pus for a viral culture test??

No, he didnt do anything like that, he just looked at it and drew some blood..

the blood test might not come back positive for 5 month after your first outbrake. You need to get the bumbs tested them selfs. They shouldn't have to brake anything open to get a positive test for herpes. If the bumbs are there the test will pick up herpes if that is what it is. I would go to a dermatologist.

If your shaving everything down there you may want to ask your Dr. about Folliculitis. Folliculitis is an inflammation of the hair follices (ingrown hair) which is caused by an infection. It may resemble a series of small pimples or boils. Hope this has been of some help, good luck.
