Hi,
I have HSV2. As far as I know I don't have it on my mouth at all. My question is about the symptoms for people who do get it on their lips. My lips have been chapped and sore for a couple weeks with no relief from chap stick. There's a couple spots that seem to expand right below the lip line but never turn into sores. My sister said "looks like you're getting a cold sore".
Could I get it on my lips like that with just a raw spot but no sores developing?

I would think that could be herpes, yes. Remember, many people don't get any sores at all, so this sounds like something in between no sores and full blown sores.
