Been to too many doctors. Please help!

Question:
I've had Oral Herpes for a while now. I get big blisters and they become painful ulcers and the whole deal.

About 4 months ago I had unprotected sex with a one night stand. About 3 weeks ago I noticed a red spot on my penis, on the head, with no lift, no bump. It was flat, but irritated. It went away, came back and has since remained in place, very mildly for about 2 weeks. Usually it is very hard to see it. I'm overseas, so doctors are very difficult, but the one I saw today told me that it could be herpes, but as it is now, it's impossible to tell, and that I should come back when it's more pronounced.

The thing is, it never really gets much more pronounced. It did yesterday for the first time, when I woke up, it was more red, and there was a small rise where it was red. Not a real "bump" but a lift. I couldn't feel any hard ball under it though, like I do with my oral herpes. By afternoon, it was back to normal, with a small, hardly noticable redness.

So what's the chances that this could be herpes. I have no ulcers, or real bumps in my penis, but it is irritated, red, and at times there is a raise in the infected area, but it goes away after a few hours.

Could this be herpes?

Sorry for your luck and I really hope you get it figured out. I can't answer your question but I have questions for you. If you don't mind answering them I'd really appreciate it.
Would you say you have oral hsv2? not 1? Last summer I had one spot on the inside of my lower lip where one blister showed up and left after a few days. The blister came back in the same spot 3 more times with about 3 or 4 weeks between each one. Then I don't think I had anymore blisters that I knew of, maybe a couple really small ones in other parts of my mouth, but they didn't here and were really really small so I'm sure if they were really blisters or not. The first blisters started about this time last summer and I just got a blood test about 2 months ago for it and it came back negative. Although, I'm pretty sure that's what it is. Does this sound like the same thing you have? Now I have one red spot on each side of my cheek on the inside of my mouth. It's not that big and doesn't hurt but it's not going away. I've read that oral hsv2 is rare and that you may eventually never have another outbreak but I'd like to know because I don't want to infect anyone else.
