Im seeing nearly every top brand amp makers sell combo's for roughly the same price as their half stacks. Are the combo's supposed to be better quality at the sacrifice of volume/watts?

Umm.. Probably not. Maybe you are thinking a $100-$200 margin? Anyway, halfstacks are pretty much overkill. A head and 1x12 or 2x12 or even a combo would probably suit most people.
