A) What exactly does a phaser pedal do?
B) What are some good but very cheap distortion pedals? I'm on a tight budget, but I want to make my sound quite a bit heavier or more metalish .

I love it! The only thing is it looks kind of cheap...I mean it's plastic and looks like it would break easily...but so far it has taken a licking and has nothing wrong with it...It eats up the 9 v batteries though so you might want to look into getting a power source if you get his pedal...

If you want to know exactly what it does, reading those would be the way to go.
To summarize, what a phase shifter does is create frequency notches (imagine a 32 band graphic equalizer with most bands set flat and some of them set all the way to zero). It does this through shifting the phase of the signal, and combining this with the unshifted signal (read the articles for an explanation). By varying how much the phase is shifted, it varies the frequency of those notches, and creates a swooshy sounding sweeping effect.

wait... are you talking about the danelectro d-1 fab distortion? the bright red pedal with the black and yellow fab sign on it?
i was thinking of buying that but the price seemed a little fishy. i mean the sound samples weren't bad, but i mean 15 dollars??

and really...$15...if it sucks you're not really out alot of money...and if it's great you're a WINNER!
