Do you mean a polychord of D over Bbmaj7? Or do you mean a Bbmaj7 chord with D in the bass. If so, the correct notation is to put the chord first, bass note second: Bbmaj7/D

I wrote it the way I found it.
D/Bbmaj7 is how I found it.
The only thing I changed was I capitalized the Maj because the way I learned it:
m = minor
M = major.

BbM7/D is normal as D is the 3rd of BbM.
It'd be played like this:

D/BbM7, which seems odd, would contain the following:
D, F#, A for the D chord and Bb, D, E and F for the BbM7 chord.
I'm sure with enough patience you could configure those 6 notes into something that's, at the very least, interesting to listen to but it still seems odd to me.

I found it on the net.
This, most likely, is a nonprofessional TAB like we find here in CGR.
The song is Grave Robber by Petra.
The chords shown are Dm - D/Bbmaj7 - C7 - Am - A.
Later in the song, they also show an F, G, and G/B.
I tried it with plain old D but that really did not sound quite right.
This was the only arrangement that I could find for this particular song.
