I doubt very much that the person who tabbed the song screwed up that badly to put it in three different keys. More than likely, it's something along the lines of "You're Worthy Of My Praise" where the verses have a modal feel and the chorus is in the "real key."
Have you tried singing to it yet?
I have a feeling that if you "transpose it all to C" you'd end up in a situation where it really was unsingable. Then again, I don't know the song well enough to say for sure.

It could be a (rather odd) way of giving you three different transposings of the verse for different times. As odd as that is, I have seen it once. Id give it a go repeating the first verse's progression in place of the later verses progressions, and see if that sounds right.
