Your question is alittle confusing so let me see if I understand. You're saying that w/o a capo you're in the key of Bb. So when you put the capo on the 3rd fret, you're playing a G chord to give you a natural Bb sound...right?
Ok, I think that was the easy part...lol...
Now. Are you asking what the natural chord would be if you played a C with the capo or are you asking what the "new" chord would be if you needed to play what sounded like a natural C?
If the first, then the C that you are playing is actually a natural an Eb or D#.
If the latter, then you would need to play an A while the capo is on the 3rd fret.
This is probably more confusing than the origional question, but maybe it helped you out alittle.

Capo 3 is not always going to be in the key of Bb, but with the chords you are playing, you are correct that is in in Bb.

Yes, an open C played with a Capo 3 is an Eb.
