I would be wary of any online job that's asking you to pay them to begin with. Honestly, are they that adverse to taking it from your first paycheck? Why do they want it up front? Needless to say, I don't trust these things ever, personally. Although it would be nice to make money for that type of thing.

I'm usually a big proponent of business opportunities, and I don't mind paying up front for what is an excellent opportunity, if it's entre into a legit stream of income, but this looks suspect.
It may very well be what JR said, being a scam where you pay big bucks for nothing but links to other sites. Sure, if you paid a membership fee to then be in a database that would get lots of hits for these survey opportunities, that could be useful, but I'd be very interested to see what they had to offer.
For instance, a $35 administrative fee would be a worthwhile investment if I was to suddenly get some 10-20 surveys to fill out, even if each was worth $5 or something (assuming the fivebuckers were only a page long or something). And if you got a hit of 10-20 surveys with each worth some $20, that would be an excellent return on your investment.
But, what if you pay your $35, and the only return you get are crickets chirping? The only hit you get is on your debit card? The technical name for that is "sucker". The technical term for that is "you've just been punk'd". If that page is automated, which I imagine it is (assuming it's even real), they aren't doing much for that $35, so that's a nice little score for them, but it isn't so much that you are likely to try and go after them. It would cost you more than $35 to recoup your $35.
And if that website is domiciled in the Phillipines, good luck!
Also, another factor: even if it was legit, what would you be getting yourself into? I mean, how long are the surveys? They show a "sample" survey . . . well, perhaps. That actually worried me. It was the most rudimentary survey I'd ever seen, and you get $20 for it!?! 20 questions? $1 a question? Well, maybe.
I would just say do serious due dilligence on this company.
If it's legit, go for it. I, however, am seriously wondering.

PS - Incidentally, as a Utilities Broker, I was an Indenpenent Rep with a company, and I paid an initial fee when I started because I was getting legal ownership over a piece of the profits from the market share I generated, which is what business ownership is. IOW, I knew where my commission checks were coming from.
But in this website's literature, they say the commission checks come directly from these companies. Well, how is the accountability handled with that? Ever heard the saying "the check is in the mail"?
